What’s Next for Social Development After Tolashe’s Exit?

Cyril Ramaphosa has dismissed Social Development Minister Sisisi Tolashe following months of controversy, including ethics breaches, questionable appointments, and scandals involving luxury vehicle donations and a R3 million New York trip. Her tenure, which began on 3 July 2024, ended abruptly in a Cabinet shake-up announced on 14 May 2026.

Interim Leadership

Minister in the Presidency for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, has been appointed acting Minister of Social Development until a permanent replacement is named. Deputy Minister Ganief Hendricks remains in place to support continuity.

Key Challenges Ahead

The Department of Social Development faces urgent priorities:

Priority Area Challenge

SASSA Grant Delivery Ensuring uninterrupted R350 SRD grant payments to millions

Forensic Investigation Independent probe into contracts, expenditures, and controversial appointments

Departmental Reform Restoring public trust after repeated scandals

Social Services Addressing poverty through integrated community programmes

Political Response

Political parties including the DA and ActionSA welcomed Tolashe’s removal, citing pressure over alleged ethics violations. The Presidency confirmed the dismissal under Section 91(2) of the Constitution, though no官方 reasons were provided.

What to Expect

A permanent minister should be appointed soon, but Chikunga’s interim leadership signals an attempt to stabilise the portfolio. The department must now prioritise forensic investigations into SASSA and Postbank contracts while ensuring social grants continue flowing without disruption to vulnerable South Africans. The coming months will test whether true reform is possible or whether Social Development faces “Dlamini 2.0” — another cycle of scandal
