South Africa can say goodbye to driving licence cards

Africa can soon bid farewell to physical driving licence cards as the country moves towards a digital-only licensing system. This shift is supported by recent technological advancements, notably the Johannesburg Metro Police Department’s (JMPD) introduction of a handheld electronic traffic notice issuing system. This system uses modified smartphones and portable printers to verify licence details, scan vehicle identification numbers (VINs), flag stolen cars, issue traffic notices, and even operate offline during load shedding or in areas without network coverage.

 

Driving expert Rob Handfield-Jones welcomes this innovation, pointing out that South Africa’s existing Electronic National Traffic Information System (eNatis) already holds comprehensive digital records of driving licences and vehicle registrations. This makes physical licence cards and discs increasingly redundant. The new digital system promises to streamline the administration by reducing queues and backlog of licence card production, a problem that has plagued the country for years with delays sometimes stretching up to 14 working days.

 

Despite ongoing investment in physical card production machines, critics argue that going fully digital would be far more cost-effective. Producing millions of plastic cards over the next two decades is estimated to cost the government billions, far exceeding the actual production costs, suggesting financial incentives may be delaying the transition. Countries like Denmark, Norway, and Mexico have already successfully adopted digital licences accessible via secure apps or mobile wallets.

 

South Africa’s adoption of a digital-only driving licence regime is a forward-thinking step that not only improves efficiency and security through biometrics but also aligns with global trends toward digital governance, making the roads safer and administrative processes more seamless for drivers and law enforcement alike. The era of plastic driving licence cards is clearly drawing to a close.
